I initially thought it was Unlimited Money but on further testing its not. I've fully developed this city in another post/playthrough but it did not have any need for Industry/Office. For some reason the city will NEVER ask for Industry or Offices. All transportion, power, sewage, roads and rail are layed out. The map below is a city layout I did and saved.
